Jānis Garisons is a CIREN Board Member, CEO of NEWT21, and Supervisory Board Chairman of “State Real Estate.” As Latvia’s Defense Ministry State Secretary (2015–2024), he led military expansion, NATO deployment, conscription reinstatement, and defense industry development.

Jānis Vanags, CIREN Board Member, is a senior executive with 15+ years of experience across aviation, retail, healthcare and service companies with up to 1 billion EUR turnover in 30+ markets, advises global organizations on emergency management. He collaborates with NATO on resilience, teaches crisis management at EBS.
The mission of CIREN (Civilian Resilience Nordic) as a non-governmental organization is to protect communities in Northern Europe by improving the regional capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, terror, hybrid threats/gray-zone and military activity, or other man-made disasters. This is supported by greater resilience of businesses, civil societies, and the public sector.
