Vitālijs Rakstiņš is a security and resilience practitioner with more than 18 years of experience in the Ministry of the Interior and the Ministry of Defence of the Republic of Latvia. His most recent posts were Defence Counsellor to the United Kingdom (2021-2023), Non-resident Resilience Advisor to the Ministry of Defence of Ukraine (2021-2023), Director of the Crisis Management Department of the Ministry of Defence (2015-2021), NATO Headquarters (2012-2015), Director of the Legal Department of the Ministry of Defence of Latvia (2010-2012). Vitālijs Rakstiņš is a lecturer and researcher at Riga Stradiņš University. Guest lecturer on business continuity planning, resilience and cybersecurity. Member of international expert team developing resilience curriculum for defence universities (PFP Consortium, 2023-2024). Coordinator and co-author of national booklets/brochures “What to do in case of a crisis” (2019-2022). Author of the books ‘Diaries of the Information War’ (2022/2023), ‘Resistance Handbook’ (2023), ‘Resilience’ (2023) and ‘Digital Detox’ (2023). One of the creators of the media literacy game ‘Debunk NATO’ (2022-2023). Member of the Media Development and Research Center (2022-).
